2012 NOTICE: Mandatory Irrigation Water Restrictions, Rates and Penalties

for the People of Tucson Estates, Henderson, CO

 

The 8th year of irrigation watering schedules ended on Tuesday  April 26, 2011. The board of directors voted at that time to end the mandatory watering schedules for the irrigation season. 

 

Each homeowner and street is free to water whenever they want, but Not as much as they want because of the 400,000 total gallon restriction* per home.  (The company cannot exceed our total allocation of 39AF for 2012 until we have a court decreed augmentation plan.)

 

If there is an unexpected irrigation well failure, pump failure, or other breakdown, all homeowners may be forced to temporarily return to the previously assigned 2012 schedules below.

 

 

 

The Suggested Community Watering Schedule is based on your street.  Each home has 5 hours of  maximum watering, assigned between 6:00 PM to 9:00 AM, Sunday-Friday*.

Saturday is a free water day (from 11:00 PM Friday to 11:00 PM Saturday).

 

 

Rules / Enforcement Policy – suspended (except for the proposed water rate policy below)

*Homes exceeding the total pumping allocation of 400,000 gallons per home will be charged accordingly.

 

Notes:  - At this time, restrictions are scheduled to end on October 1st.

                  - Equipment breakdowns or well problems could force changes to this schedule.

 

 

Rules / Enforcement Policy – unchanged from 2003-2012

 

Restricted “hand watering” and “drip irrigation” at any time

Hand watering is defined as a person at the end of the hose; the hose cannot run unrestricted (without a sprinkling device attached).  Drip irrigation includes the use of soaker hoses but not sprinkler hoses.

 

Testing and adjustment of your individual sprinkler zones is allowed for several minutes at a time as long as someone is present and not abusing the privilege.

 

Two-week exemptions may be requested for new seed or sod.

All requests must be made in writing to a board member.  If granted, the board member will provide a written exemption to the homeowner.

 

 

Enforcement - Escalating Penalties: Warnings, Fines, and Shutoff

Individual board members will issue warnings and fines using the following escalating plan:

1st notice = warning only,  2nd notice = warning and $50 fine,
3rd notice = warning and $100 fine,  4th notice = irrigation water shutoff notice.

Board members will use their discretion to collect and confirm violations reported by homeowners and issue the warning / fine notices to the offending homeowner.  After notices are issued, the homeowner may ask the issuing board member to withdraw the notice for a good cause (at the board members discretion). Homeowners will be notified 48 hours before shut off.  Enforcement will be from May through September and the progressive warnings and fines will restart each season and after a restoration of service.
Restoration of Service: irrigation water that is shut off will be turned back on after fines are paid and the homeowner’s water bill is current.  There will be a $200.00 restoration fee  (a 2003 Bylaw change).

 

 

 

Clarification on outside use of drinking water

 

There are no restrictions on the use of drinking (domestic/potable) water at this time.  Note that the water contains chlorine and sodium that may make it unsuitable for prolonged landscape watering; also, it can be very expensive.  If the neighborhood usage of drinking water becomes excessive the board may be forced to impose new restrictions.  The existing monthly drinking water rates are: 

 

$40.00 flat rate                                    0-15,000 gallons per month (base rate)

$3.75 per 1000 gallons                        15,000-20,000 gallons per month

$4.00 per 1000 gallons                        25,000-30,000 gallons per month

$5.00 per 1000 gallons                        above 30,000 gallons per month
